Here is a summary of two September 2023 U.S. Department of Education (ED) announcements that apply to higher education institutions:

FSA Electronic Announcement GENERAL-23-77, Compliance with the Change in Ownership 90-Day Advance Notification – As of July 1, 2023, institutions must notify ED as well as enrolled and prospective students of a proposed change in ownership (CIO) at least 90 days before the CIO. This advance notice is necessary to prevent a lapse in Title IV funding, which could result from an incomplete application for a CIO.
Student Privacy Policy Office National Student Data Security Summit – This webinar series was developed for education leaders and technology professionals. It includes sessions on “Gramm-Leach-Bliley Act (GLBA) Safeguards” and “Family Educational Rights and Privacy Act (FERPA) Scenarios in a Digital World” on October 4, 2023, at 2 p.m. ET (register here) and sessions on “Cybersecurity Best Practices” and “Hacker-Proofing Your School” on October 11, 2023, at 2 p.m. ET (register here).
