Top Six September 2025 Announcements for Higher Education Institutions

Here is a summary of the top six September 2025 U.S. Department of Education (ED) and other announcements that apply to higher education institutions, plus information about an upcoming Federal Student Aid (FSA) webinar.

2025 Compliance Supplement Update

As we previously noted, the U.S. Office of Management and Budget has not issued the 2025 Compliance Supplement, so single audit reports for June 30, 2025, year-ends and later cannot be issued yet.

Upcoming Title IV Requirements 
  1. FSA Electronic Announcement GRANTS-25-08, End of Federal Fiscal Year 2025 – Impact on Funds Availability for Campus-Based, Pell Grant, TEACH Grant, and Direct Loan Programs (G5 and COD System) – ED’s fiscal year ends on Tuesday, September 30, 2025. As a result, some core financial systems, including G5, will be on a modified processing schedule while ED finalizes its processing and accounting for fiscal year 2025. These modifications will impact how the Common Origination and Disbursement (COD) system processes financial data and the timing of federal student aid program fund availability for institutions. See the announcement for additional details about the affected systems and when they will be unavailable.
  2. FSA Electronic Announcement CB-25-14, Reminder – FISAP Due Oct. 1, 2025 – The deadline for submitting the Fiscal Operations Report for 2024–25 and the Application to Participate for 2026–27 (FISAP) for the Campus-Based Programs is Wednesday, October 1, 2025. Institutions must submit the FISAP and the required signature by this date.
  3. Reminder: GE/FVT Institutional Reporting Deadlines Approaching – The institutional reporting deadlines for gainful employment (GE) and financial value transparency (FVT) are rapidly approaching. As noted in this National Association of Student Financial Aid Administrators (NASFAA) reminder, the 2024 and 2025 reporting cycles are due on September 30 and October 1, respectively. This means institutions must submit two separate reports this year due to last year’s extension. Additional resources and information are available on the FSA website.
  4. FSA Electronic Announcement EDESUITE-25-04, New Service Release Available for EDExpress 2024–25, Release 2.0 to Add Maximum Pell Field to FISAP Reports – A new service release is available for EDExpress for Windows 2024–25. Release 2.0 (September 12, 2025) adds a new summary field on the FISAP reports available in the application processing and packaging modules. This is a cumulative service release that includes previous software updates.
  5. FSA Electronic Announcement LOANS-25-08, FY 2022 Official Cohort Default Rate Distributed Sept. 22, 2025 – In this announcement, ED provides information about its distribution of the official rates, the beginning dates, and other reminders about the Cohort Default Rate appeal process.
Free Application for Federal Student Aid (FAFSA) Simplification Announcement
  1. FSA Electronic Announcement GENERAL-25-41, Updated 2024–25 Award Year Deadline Dates for Reports and Other Records Associated with the Free Application for Federal Student Aid Form, the Federal Supplemental Educational Opportunity Grant (FSEOG) Program, and the Federal Work-Study (FWS) Program – There are updated 2024–25 award year deadline dates for reports and other records associated with the FAFSA form, the FSEOG Program, the FWS Program, the Federal Pell Grant Program, the William D. Ford Federal Direct Loan Program, and the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program. ED is also extending the deadline for an institution to receive an Institutional Student Information Record (ISIR) or FAFSA Submission Summary to September 30, 2025, or the student’s last date of enrollment for the 2024–25 year, whichever is earlier.

  1. FSA Dear Colleague Letter ANN-25-10, Live Internet Webinars – Wednesday Webinar Series, Fall 2025 – FSA announced that the October 8, 2025, live webinar in its ongoing Wednesday Webinar Series will be on the topic of charges and credit balances. The webinars in this series focus on the most recent guidance related to a variety of topics, including Title IV policy and operational updates. FSA said future webinars will be announced later.
