Top Seven August 2025 Announcements for Higher Education Institutions
Here is a summary of the top seven August 2025 U.S. Department of Education (ED) and related announcements that apply to higher education institutions, plus information about a new FSA training resource.
2025 Compliance Supplement Update
As of today, the U.S. Office of Management and Budget has not yet issued the 2025 Compliance Supplement, which is used to perform audits* in accordance with 2 CFR Part 200 Subpart F. Many institutions are asking whether auditors can issue a June 30, 2025, year-end single audit before the release of the 2025 Compliance Supplement.
The answer is no. Auditors are required to use the version of the Compliance Supplement that is effective for the year-end associated with the audit. The 2025 Compliance Supplement is the version that will be effective for fiscal years beginning after June 30, 2024 (i.e., for June 30, 2025, year-ends and later). The 2025 Compliance Supplement will contain critical information auditors need to perform their current-year single audits.
One Big Beautiful Bill Act (OBBBA) Update
- ED Announces Plans to Draft Regulations on Education Provisions in the One Big Beautiful Bill Act – As noted in this NACUBO article, ED will form two committees of stakeholders to draft regulations to implement provisions and programs included in the OBBBA. The Reimagining and Improving Student Education (RISE) committee will meet in September and November, and the Accountability in Higher Education and Access Through Demand-driven Workforce Pell (AHEAD) committee will meet in December and January. - FSA Electronic Announcement CB-25-12, Information and Reporting Reminders for the Fiscal Operations Report for 2024–25 and Application to Participate for 2026–27 (FISAP) – The Fiscal Operations Report for 2024–25 and Application to Participate for 2026–27 (FISAP) is now available on the Common Origination and Disbursement (COD) website. The deadline for electronic submission of the FISAP is 11:59 p.m. Eastern on Wednesday, October 1, 2025. See the Online Training Course section below for additional information.
- FSA Electronic Announcement CB-25-13, Notification of Campus-Based Funding for the 2025–26 Award Year – A report providing the approved awards for the Federal Supplemental Educational Opportunity Grant (FSEOG) and Federal Work-Study (FWS) programs for the 2025–26 award year is available on the Campus-Based Awards page of the FSA Knowledge Center. The report is available as a downloadable Excel file.
- FSA Electronic Announcement COD-25-04, REMINDER – Keep School Contact Information Current in COD System – Institutions and third-party servicers should be aware that contact information in the COD System must be kept current. ED uses this information to reach the correct points of contact at the institution, particularly about program-specific issues. The email addresses for the president, financial aid administrator, and Pell Grant and Direct Loan financial aid officers are used to deliver time-sensitive materials and critical COD processing information.
Free Application for Federal Student Aid (FAFSA) Simplification Announcements
2025 – 26 award year:
- FSA Electronic Announcement GENERAL-25-36, Verification of Identity Reporting Availability in FAFSA Partner Portal – The FSA announced that verification of identity reporting (V4 and V5) will be available in the FAFSA Partner Portal for the 2025–26 award year by August 31, 2025.
2026 – 27 award year:
- FSA Electronic Announcement APP-25-22, 2026–27 FAFSA Preview Presentation – The FSA has provided a presentation with information about and screenshots of the 2026–27 online FAFSA form to provide examples of what users will see on the website. The presentation is available in Microsoft PowerPoint and PDF (Depending on your browser settings, the files may download automatically when you access these links.)
- FSA Electronic Announcement APP-25-23, 2026–27 FAFSA Form and Pell Grant Eligibility Updates – There are key changes to the 2026–27 FAFSA form and Federal Pell Grant eligibility criteria, as required by recent statutory changes in the OBBBA. All changes will be implemented with the 2026–27 FAFSA form on October 1, 2025.

- FSA Electronic Announcement ANN-25-09, Online Training Course – Completing the 2026–27 FISAP – This online, self-paced FSA training course is available to assist institutions with completing the Fiscal Operations Report for 2024–25 and Application to Participate for 2026–27 FISAP.
