Top Six June 2025 Announcements for Higher Education Institutions

Here is a summary of the top six June 2025 U.S. Department of Education (ED) announcements that apply to higher education institutions. We’ve also provided information about an updated volume of the Federal Student Aid Handbook and new webinars.

Upcoming Title IV Requirements
  1. FSA Electronic Announcement APP-25-16, Significant Actions to Prevent Fraud through Identity Verification – Recent data from several institutions and other sources indicates that the rate of fraud through stolen identities has significantly increased. To help protect the integrity of Title IV programs, ED said it will launch a nationwide effort to eliminate identity theft and fraud in federal student aid programs for the fall 2025 semester. This will include additional selections and changes to identity confirmation requirements for V4 and V5 verification. The announcement also provides steps institutions can take if they detect fraud.
  2. FSA Electronic Announcement GENERAL-25-27, Default Prevention Resource – NSLDS Delinquent Borrower Report – In the May 5, 2025 Electronic Announcement GEN-25-19, ED requested that institutions reach out to remind former students of their loan repayment obligations. This subsequent announcement highlights the new National Student Loan Data System (NSLDS) Delinquent Borrower Report (DELQ01), which provides institutions with a list of borrowers who have been identified as delinquent in their loan payments to one of the federal loan servicers.
  3. FSA Electronic Announcement CB-25-10, Operational Information – Reporting Calendar Year 2024 Federal Work-Study Earnings to the COD System Using the Campus-Based XML Schema Version 1.0b – As noted in a June 12, 2025, Electronic Announcement, ED will implement Common Origination and Disbursement (COD) system functionality to enable institutions to begin reporting Federal Work-Study (FWS) earnings for the 2024 calendar year. This subsequent announcement provides operational information to assist institutions in reporting student-level earnings information for the FWS Program.
  4. FSA Electronic Announcement GRANTS-25-03, TEACH Grant Closeout Information for 2024–25 Award Year – The Teacher Education Assistance for College and Higher Education (TEACH) Grant data submission (closeout) deadline for the 2024–25 award year is Tuesday, September 30, 2025. This is the last processing day of the award year, and all institution data must be received and accepted by this date to be included in the institution’s final Ending Cash Balance for the year. The announcement includes a “Questions and Answers” section.
  5. FSA Electronic Announcement GENERAL-25-31, Reminder – July 31 Reporting Deadline for Section 117 of the Higher Education Act of 1965 – This announcement summarizes the disclosure report institutions must file with ED whenever the institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source, the value of which is $250,000 or more. This disclosure report is due Thursday, July 31, 2025.
Free Application for Federal Student Aid (FAFSA) Simplification Announcement
  1. FSA Electronic Announcement APP-25-18, 2026–27 FAFSA Improvements and Beta Testing Plan – This electronic announcement provides a summary of new features for the 2026–27 FAFSA award cycle, shares updates on the 2026–27 form launch, and announces the beta testing plan ahead of the public release by October 1, 2025.
