Top Seven May 2025 Announcements for Higher Education Institutions

Here is a summary of the top seven May 2025 U.S. Department of Education (ED) and other announcements that apply to higher education institutions. We’ve also provided information about a new webinar.

Upcoming Title IV Requirements

  1. FSA Electronic Announcement GEN-25-19, Request for Institutions to Provide Repayment Information to Former Students to Prevent Defaults – ED said it is taking immediate steps to engage student borrowers and support the repayment of their federal student loans. As announced on April 21, 2025, ED will resume collections on its defaulted federal student loan portfolio and is requesting that institutions provide repayment information to former students to prevent defaults.
  2. FSA Electronic Announcement DL-25-02, Record Submission Due Date for 2023–24 Direct Loan Program Year Closeout – As ED announced on February 20, 2025, the closeout deadline for the 2023–24 Direct Loan Program Year is Thursday, July 31, 2025. This is the last processing day before the end of the program year. All data must be received and accepted by this date to be included in the institution’s final ending cash balance for the year.
  3. FSA Electronic Announcement GENERAL-25-23, May 2025 Update: Maintaining Access to FSA Systems for Professional Users – On May 18, 2025, ED implemented several changes that affect users of the Access and Identity Management System (AIMS). This announcement details the changes, including the disabling of system access after 30 days of inactivity and new self-service options to restore access that was disabled due to inactivity.
  4. FSA Electronic Announcement GEN-25-03, Changes to the Approval Process for Changing Accrediting Agencies – This document provides guidance on changing accrediting agencies and supersedes previous documents issued (GEN-22-10 and GEN-22-11).
  5. FSA Electronic Announcement CB-25-09, Summer 2025 Campus-Based School Testing to Report Federal Work-Study Wages – ED announced that Campus-Based school testing will run from May 21, 2025, through September 30, 2025. This process allows institutions to test Campus-Based program business processes and system software with the COD System prior to the transmission and processing of actual production data using the Campus-Based schema.
  6. 4 Things to Know About the One Big Beautiful Bill Act – This Inside Higher Ed article summarizes the budget reconciliation bill underway in Congress and its potential impact on higher education institutions. The House passed the bill on May 22, 2025, and it is now with the Senate.
FAFSA Simplification Announcement
  1. FSA Electronic Announcement GENERAL-25-25, Information on Expanded Late Disbursement Flexibilities for 2024-25 FAFSA Forms and Additional Information on Remaining Processing Errors – This announcement describes several remaining issues related to submitted and processed records with a blank Student Aid Index (SAI) field for the 2024–25 FAFSA cycle. It also amends and extends the flexibilities provided in FSA Electronic Announcement GENERAL-24-143 to assist institutions in awarding and disbursing student aid.

  1. FSA Electronic Announcement ANN-25-04, Live Internet Webinar – General Q&A Session – This webinar on Wednesday, June 4, 2025, will provide an opportunity for participants to ask questions about recently released guidance from ED and the Office of Federal Student Aid (FSA).
