Here is a summary of the top eight July 2025 U.S. Department of Education (ED) and other announcements that apply to higher education institutions. We’ve also provided information about new webinars and other resources.
One Big Beautiful Bill Act Updates
- What Higher Education Institutions Need to Know About the One Big Beautiful Bill Act – The new tax legislation affects higher education finances, operations, and compliance. This article highlights the key changes, which range from student aid eligibility and loan programs to endowment tax and a new accountability measure.
- FSA Dear Colleague Letter GEN-25-04, Federal Student Loan Program Provisions Effective Upon Enactment Under the One Big Beautiful Bill Act – This letter provides information about the immediate implementation of certain provisions in the One Big Beautiful Bill Act that affect Federal Student Aid Title IV loan programs.
Upcoming Title IV Requirements
- FSA Electronic Announcement DL-25-04, Additional 2023–24 Direct Loan Program Year Closeout Information – As we previously noted, the closeout deadline for the 2023–24 Direct Loan Program Year is 8:00 p.m. EDT on Thursday, July 31, 2025. This is the last processing day before the end of the program year. All data must be received and accepted by this date to be included in the institution’s final ending cash balance for the year.
- FSA Electronic Announcement GENERAL-25-34, Nonpayment Rates by Institution – Default Prevention Resource – NSLDS Delinquent Borrower Report – This announcement includes a link to download the nonpayment rates by institution report in Excel. The report shows the percentage of Direct Loan borrowers who entered repayment since January 2020 and whose federal student loans were more than 90 days delinquent at the time of the data pull in mid-May 2025.
- FSA Electronic Announcement GENERAL-25-33, FSA Partner Connect – Implementation of SAIG Enrollment Functionality – Training, resources, and customer service options are available for the newly operational FSA Partner Connect, which is now FSA’s primary enrollment and user management service. Institutions can submit new or updated Student Aid Internet Gateway (SAIG) enrollment and access requests through the Account Access Management Center in FSA Partner Connect. - FSA Electronic Announcement CB-25-11, Information about the Reallocation Process, the 2024–25 Campus-Based Reallocation Form, and the Process to Request Supplemental Federal Work-Study Funds for 2025–26 – This announcement provides information on the reallocation process, availability of the 2024–25 Campus-Based Reallocation Form, and steps institutions need to take to request supplemental funds for 2025–26. Institutions must electronically submit their 2024–25 Campus-Based Reallocation Forms by Wednesday, August 20, 2025.
- FSA Electronic Announcement GE-25-03, Reminder of FVT GE Required Reporting for the 2025 Cycle – Financial Value Transparency and Gainful Employment (FVT/GE) data reporting for the 2025 cycle began on July 1, 2025, and runs through October 1, 2025. This announcement provides links to resources institutions can use to assist with their FVT/GE reporting and to identify the programs and students for which ED expects reporting to be completed.
Free Application for Federal Student Aid (FAFSA) Simplification Announcements
- Free Application for Federal Student Aid (FAFSA®) Information To Be Verified for the 2025-2026 Award Year – This notice summarizes changes to the identity confirmation requirements for verification tracking groups V4 and V5 for the 2025-2026 award year, as well as other key changes.
