Upcoming Title IV Requirements

  1. ED Publishes Sweeping New Rules on Federal Loan Programs – On May 1, 2026, ED published final rules affecting federal student loan programs. Most of the provisions take effect on July 1, 2026. As highlighted in this NACUBO article, the new regulations implement statutory changes that significantly alter loan limits for graduate, professional, and parent borrowers, phase out Graduate PLUS loans for new borrowers, and replace several repayment options with a simplified framework. Institutions should prepare for updated counseling, systems, and communications, as these changes affect borrowing eligibility, aggregate limits, and the availability of repayment plans beginning with the 2026–27 award year.
  2. FSA Electronic Announcement GENERAL-26-26, REMINDER–Annual UEI Registration Renewal With SAM Website – ED reminds institutions that an active Unique Entity ID (UEI) registration in the System for Award Management (SAM) website is required to receive and administer Title IV funds. G5 will not process awards or administrative actions if a registration has lapsed. Institutions should ensure that all UEIs, including those for additional locations, remain active to avoid funding delays.

FSA Electronic Announcement GENERAL-26-20, Implementation of Return of Title IV Funds (R2T4) regulations effective July 1, 2026 – As a reminder from our March alert, ED’s revised R2T4 regulations take effect on July 1, 2026. These changes clarify withdrawal determinations, documentation timelines, clock-hour calculations, and treatment of modular enrollment. This article from the Higher Education Assistance Group (HEAG) discusses the operational impact, including the optional Full Refund Withdrawal Exemption. Institutions should review their policies, train staff, and coordinate across offices to mitigate compliance and audit risks before implementation.
  4. FSA Electronic Announcement DL-26-02, Record Submission Due Date for 2024–25 Direct Loan Closeout – The deadline for the Direct Loan closeout for the 2024-25 award year is Friday, July 31, 2026, as mentioned in our March alert. To be considered successfully closed out, the institution must have an ending cash balance of $0 and total net unbooked disbursements of $0, both internally and as reflected on the School Account Statement, and complete the School Balance Confirmation form on the COD website.
  5. ED Establishes Workforce Pell Program – This NACUBO article discusses ED’s final regulations for implementing Workforce Pell Grants, which were published on May 19, 2026. FSA Electronic Announcement APP-26-03, FAFSA Real-Time Fraud Detection (Updated May 14, 2026) – ED has completed its one-time fraud detection screening of all 2026–27 FAFSA applications submitted before the launch of real-time fraud detection. Approximately 300,000 applications were selected for Verification Tracking Group V5, and institutions will receive system-generated Institutional Student Information Record transactions for affected students. ED also clarified that real-time fraud screening will now occur for new FAFSA submissions and online corrections, ensuring applications are evaluated once while avoiding duplicate verification.

  1. Dear Colleague Letter ANN-26-08 – ED has entered the next phase of implementation for final regulations issued under the One Big Beautiful Bill Act (OBBBA). ED released the first set of FAQs on the new student aid regulations and emphasized that the FAQs will be updated on a rolling basis as additional guidance becomes available. ED also launched a new email mailbox ([email protected]) for institutions and partners to submit policy questions, with responses to common issues posted to the Knowledge Center. FSA Electronic Announcement GENERAL-26-27, Technology Security Alert – Ongoing Cybersecurity Incident Involving the Canvas Learning Management System – This FSA Technology Security Alert discusses the ongoing cybersecurity incident affecting the Canvas learning management system from Instructure Holdings, Inc. Instructure reports that passwords, dates of birth, financial information, and government identifiers were not compromised. However, some user information, including usernames, email addresses, course names, enrollment data, and messages, may have been exposed. The announcement provides steps institutions can take to reduce risk.
  4. 2026 PATH Scholarship Now Available for Institutions Supporting Students in Financial Distress – The National Association of Student Financial Aid Administrators (NASFAA) announced that the 2026 PATH Scholarship from the Ellucian Foundation is now open for eligible institutions supporting students experiencing financial hardship. The program provides block grants ranging from $10,000 to $25,000, allowing institutions to deliver timely aid that can help prevent student stop-outs and support student success initiatives. Eligible U.S. institutions must apply by June 5, 2026.
